Preheat oven to 350 degrees F. Grease 9x13-inch baking dish.
In a large microwave-safe bowl, heat butter and 1/4 cup of chocolate chips on high power for 30 seconds. Stir well. Microwave another 30 seconds then stir until smooth.
Add in sugar and cocoa powder. Stir to combine.
Mix in eggs and vanilla.
Stir in flour, salt, and baking powder until just combined.
Spread brownie batter into prepared pan.
Sprinkle 1 cup chocolate chips and the cherry halves over brownie batter. Drizzle sweetened condensed milk over the top.
Bake 28-30 minutes until edges are golden brown.
Allow to set up overnight before cutting and serving.
